How about this:

If a player is put on waivers by team A and then team B claims him and then immediately puts him on waivers again - Team A should somehow be granted practice squad priority for that player if he clears waivers the second time. I think the way it is set up now, Team B would have practice squad priority, which is asinine considering there is a really good chance that Team A spent a draft pick for that player.
