That 4/13 date is just in pencil now, subject to change depending upon other factors leading up to that time, but we'll work toward that. It's just about the same start as last year and should give us time to finish up peak free agency activity prior to the NFL draft.

Yeah I still have a lot to do before I turn trading on. In particular, I want to finalize the draft order (including adding in compensatory picks) so there is no confusion over exactly what pick is being traded and in what order. When trading turned on, it will include the exact overall number of the picks this year. I hope to do some finalization of draft order loading this weekend.

I have the comp pick evaluations done for all leagues now so that'll allow me to set the final draft order for all rounds tonight, upload that, make any new season trade tweaks, and then possibly have trades available tomorrow if all goes well.
For comp picks, those are based upon last year's free agency results:

Teams have to have had more UFA losses than gains to be eligible for picks. We have more than 32 eligible in all leagues so no teams with same amount of additions/losses will get picks (must have been more UFA losses on that chart).
The way those are assigned, for eligible teams I list out all the LOSSES and match up to all the GAINS. I find the close grade matchups to cancel each other out. For example, if a 7.0-ish player lost but a 7.0-ish replacement player signed then no pick coming for that. Then it's the top 32 not really replaced players of eligible UFAs that turn into comp picks. Street free agents with no team affiliation for unlimited bidding don't factor into comp pick calculations for losses/gains and don't ever show within those comp pick figures updated throughout free agency. I use the highest losses (7.5+) as 3rd round picks, then a range of good to mediocre losses in in the 4th-6th round levels up to the top 32 values only. Not every team will get all of their eligible picks as each league has over 32 eligible (most in the 40s) as it's capped at 32 total comp picks. In NFL they use 7th round comp picks for teams with same number of losses/gains if applicable, but we hardly ever get that situation and use the 7th rounders for the lowest grades still within the 32 comp slots for eligible teams.
