Free agency start: April 28 (day before the NFL draft hopefully sparking people to jump on here)
College draft: May 15-18 (misses Mother's day, before Memorial Day weekend)
These aren't official, but wanted to pencil something in and start to get feedback.
Because of late May activities for me (wife's birthday, 20th anniversary, Memorial Day weekend), if not then we might have to push into June then perhaps more people having other plans in the sun and we get further from the draft.

Yes. Especially if they want to bid on players. Free agency is hard-coded to not allow bids if a team is over the cap.
